Re: Emerging regulations and legislation

January 29, 2025

Dear Members of the HMS Quad Community:

I wanted to send a brief note following yesterday’s message from Harvard University leadership regarding emerging federal regulations and legislation. By now you have also likely heard that earlier today, the Office of Management and Budget rescinded the freeze on federal grants and loans.

I understand that the pace of announcements and issuances over the last week has caused uncertainty and concern. I want to assure you that Harvard’s leadership — including myself and the deans of all Harvard schools — and our government relations team are closely following and assessing the implications of all the relevant emerging executive orders and directives. Additional information and guidance will be shared as it becomes available.

In the meantime, please know that Harvard Medical School remains steadfast in its dedication to its mission and values. For more than two centuries, the collective work of members of our community has had a profound and positive impact on biomedicine and health. Our long legacy of leadership in education, research, and service to humanity is not in question and will continue for centuries to come.

Thank you for your patience during this complicated and rapidly changing time. More importantly, thank you for all you do to drive biomedical discovery, collaboration, innovation, and scientific progress.

Sincerely,

George Q. Daley
Dean of the Faculty of Medicine
